The District Crime Record Bureau is functioning inside District Police Headquarters Campus under direct supervision of Superintendent of Police, Koraput. It is the key functionary section for prevention and detection of crime.One Inspector, One FPSI, One ASI and 03 constables have been posted to look after the different works of District Crime Record Bureau. It deals with the following:

CCTNS PROJECT

CCTNS is a Mission Mode Project under the National e-Governance Plan of Govt of India. CCTNS aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adopting of principle of e-Governance and creation of a nationwide networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around ‘Investigation of crime and detection of criminals.

The main objective of CCTNS has been to provide enhanced tools for prevention and detection of crime and to create a nationwide platform for sharing of data on crime and criminals by creating a database .To achieve this object a decision has been taken to digitize the data maintained in registers and records in the Police Stations of the last 10 years by the System Integrator and migrate to the Core Application Software(CAS),where as the data/records for the year 2015 is to be digitized through system at PS level, which in turn capable to generate statistical analysis ,comparative statements and enable to share data on crime and criminals for investigation purpose.

CITIZEN PORTAL UNDER CCTNS PROJECT

“CITIZEN PORTAL” is an online service launched for general public/ citizens under CCTNS project to provide better and quick police related services from any location as and when required. It has been released to the public on 9th of July, 2014.

BENEFITS OF UTILISATION OF CITIZEN PORTAL

  • It enables the citizens across the state/ country to access the police service better.
  • It enables the citizens to submit online complaints and grievances to the police station/ higher officers without moving to the concern PS or offices.
  • it enables the citizen to avail services such as
    • Complaint registration
    • Character certificate request.
    • Event/ performance request.
    • Protest/ strike/ rally registration request.
    • C- form request ( foreigner registration)
  • It enables citizen to track online details regarding stolen/ recovered vehicles and missing/ found persons.
  • Moreover the efficient and quick delivery will benefit the society at large and in subsequent enhance the overall police image by establishing a citizen friendly and effective communication channel.

WHY UTILISATION OF CITIZEN PORTAL IS ESSENTIAL FOR POLICE PERSONNEL?

As per Odisha Right to Public Service act – 2012 (ORTPSA), police is mandated to offer certain services to citizens and there is provision to impose penalty in case of delays in delivering services to the citizens. ORTPSA is under development for establishing an interface with CCTNS citizen portal. There for the police officials should ensure prompt delivery of the services.

WAY TO ACCESS CITIZEN PORTAL SERVICE ?

To avail police services, citizens/ general public have to create a user account by browsing through the https://citizenportal-op.gov.in/citizen/login.aspx

FINGERPRINT :

Fingerprints play an extremely important role in crime scene investigations. As the fingerprints of no two humans are exactly alike. This makes fingerprinting a very accepted method of identifying a human, whether alive or dead. Fingerprinting is the act of taking impressions of a person’s fingerprints to be used for identification purposes. Fingerprints are the traces of an impression from the friction ridges of any part of a human hand. The recovery of fingerprints from a crime scene is an important method of forensic science. The Sub Inspector Finger Print posted District Crime Record Bureau is visiting different crime spot with District Forensic Team for detection of chance prints from scene of crime. Computerized Criminal Database ( AFIS) is also available for comparison clues detected from crime spot.

MAN MISSING:

Records of missing persons are being maintained at District Crime Record Bureau in two parts. Part-I deals with the persons missing in Koraput District and Part-II deals with the persons missing of other districts.Messages are being sent to all Ss.P. of Odisha, SP, CID, CB, Orissa, Cuttack and bordering Ss.P. of neighbouring States for look out of the missing persons. Besides it is being reflected in District Crime Bulletin for wide circulation. In addition to this draft for publication in the CIG in respect of the missing persons is also being sent to the SP, CID, CB, Odisha, Cuttack. Entries related to child missing are also incorporated in Man Missing register part-I.

TRACK-CHILD PORTAL.

It is an online database system on detail information of missing of Children and upload the required data in every month, as per PCO-344/13 and as per the order of the Hon’ble Supreme Court of India.

PAROLE/ FURLOUGH/ PREMATURE RELEASE OF CONVICTS:

District Crime Record Bureau also deals the enquiry reports sought for parole, furlough and premature release of convicts.

HISTORY SHEET

History Sheet is being maintained at DCRB to keep proper track on present whereabouts and involvement in crimes etc of the History Sheeters. The annual precise are being sent to Superintendent of Police, CID, CB, Odisha, Cuttack for necessary record at State Police Headquarters.

WEEKLY CRIME BULLETIN:-

The drafts for weekly Crime Bulletins have been published in every week ending with available information like property offence cases including identity of stolen property, missing persons, unidentified dead body, wanted/notorious criminals, suspicious individuals arrested by police, convicts/U.T.Ps released are being incorporated in the Bulletin. Information about crime and criminals received from other districts are also being reflected in this Bulletin.

PHOTO ALBUM OF CRIMINALS:

A Photo album is being maintained the photographs of criminals involved mainly in theft, burglary, robbery, dacoit and swindling cases in “Modus Operandi “wise. All P.Ss. of this district have provided one Photo Album each containing photographs and D.Rs. of MO criminals of their respective PSs.

UNIDENTIFIED DEAD BODY REGISTER:

Unidentified Dead Body Register is being maintained in two parts. Part. I contains entries of unidentified dead body of Koraput District. Drafts are being sent to S.P.CID, CB, Odisha, Cuttack for necessary publication in CIG. Part-II Register contains unidentified dead body of other District. Necessary Circulation are being made at this section to all PSs of the district for identification.

RIGHT TO INFORMATION ACT ( RTI):

The DCRB Section is also dealing with RTI application under the proper supervision of Additional Superintendent of Police ,Koraput as PIO and Inspector DCRB as APIO. As per RTI Act 2005 registers like Information Register, Cash register and Receipt/Dispatch register are being maintained in DCRB.The information sought for by the applicant is being supplied to the applicant within 30 days from the date of receipt of the application. Similarly the applications received on transfer are also attended quickly and the required information are being supplied with in the stipulated period
